SECAP Reporting Guide
The Sulphur Emission Control Assistance Program (SECAP) is intended to provide financial assistance to operators of small sour gas plants in meeting the revised sulphur emission standards. This program was expanded to include some large sour gas plants identified in EUB Interim Directive 2001-3 which were required to meet updated sulphur recovery guidelines. For small sour gas plants this assistance covers one-half of the operating and capital costs incurred in reducing sulphur emission.  For the large grandfathered sour gas plants the assistance covers one-half of the capital costs only. This program is scheduled to expire November 30, 2007. This manual describes the eligibility requirements and application procedures.

The Gas Processing Efficiency Assistance Regulation expiry date of November 30, 2007 has been extended to November 30, 2008 to provide an additional 12 months to royalty clients to monetize their royalty credit earned under the Sulphur Emission Control Assistance Program. Any remaining unrealized SECAP credits after November 30, 2008 will be lost. The Gas Processing Efficiency Assistance Regulation expiry extension does not extend any other GPEAR/SECAP expired application deadlines.
