Land Tenure Working Group

The Department of Energy (DOE) initiated a review of the tenure system in January 2003, in conjunction with a cross-government initiative to determine if changes to the regulatory framework are required for the responsible development of natural gas in coal (NGC). At that time, the Tenure Business Unit formed an industry-government working group to review and make draft recommendations regarding tenure rules for NGC to the Multi-Stakeholder Advisory Committee (the MAC).

The working group met on twelve occasions between February 2003 and February 2004. The working group reached consensus on nine out of ten recommendations. Draft recommendations were presented to the MAC in April 2004 with their final recommendations presented to the MAC in October 2004.
