Oil Sands Royalty Guidelines

The Principles, Procedures and Appendices (collectively referred to as the Guidelines) describe the relevant royalty legislation (statutes and regulations), and communicate policy with respect to the application of the legislation.

The application of the Oil Sands Royalty Regulation, 1997 (AR 185/97), Oil Sands Royalty Regulation, 2009 (AR 223/2008), Oil Sands Allowed Cost (Ministerial) Regulation (AR 231/2008) and Bitumen Valuation Methodology (Ministerial) Regulation (AR 232/2008) may vary in specific situations.  Legislation and policy may be changed prior to any amendment to the Guidelines.  Consult the relevant legislation or contact the Oil Sands Strategy and Operations Division (refer to Appendix G of the Guidelines below for contact information) if you are not certain about any issue.

Oil Sands Royalty Guidelines - Dated October 7, 2011 reflect the new Regulations that came into effect on January 1, 2009

Effective January 1, 2009, Alberta Energy, Oil Sands Strategy and Operations Division, made significant changes to the Oil Sands Royalty program and implemented the new: 

• Oil Sands Royalty Regulation, 2009 (AR 223/2008),
• Oil Sands Allowed Cost (Ministerial) Regulation (AR 231/2008), and
• Bitumen Valuation Methodology (Ministerial) Regulation (AR 232/2008).

The following Oil Sands Royalty Guidelines have been updated to reflect these changes.  They refer to the relevant legislation (statutes and regulations) as outlined in IL-2008-32.

Oil Sands Royalty Guidelines - effective prior to January 1, 2009

Many of the policies, practices and reporting remain the same under the Oil Sands Royalty Regulation, 1997 (AR 185/97) and the business rules and reporting requirements are still required under the following Royalty Guidelines.  (The following guidelines are no longer in effect as of January 1, 2009.)
