Guidelines
The Incremental Ethane Extraction Program Guidelines
, effective December 2007, describe the principles involved in implementing Alberta's Incremental Ethane Extraction Policy (IEEP)
and its associated regulation.
It also describes the procedures that will be used by petrochemical companies to apply for and earn credits for consumption of incremental ethane in the manufacturing of value-added products in Alberta.
The Department will be posting the descriptions of project applications as they are received during each application season on this page.
The application season for 2008 has now ended. The Department received three applications for this season and approved the three projects. The project descriptions can be viewed below.

Name: Heartland Offgas Project (HOP)
Applicant: Dow Chemical Canada Inc.
Project Description: The HOP plant, operated by Aux Sable Canada, will gather and process off gas that is produced from the BA Energy Upgrader. Phase 1 operations to begin in September 2009 wth the full-scale plant being operational by 2012.
Project Volumes: The estimated incremental consumption 8,000 bpd (1,272 m3/d).

Name: Rimbey Ethane Extraction Project
Applicant: Dow Chemical Canada Inc.
Project Description: The Rimbey Ethane Extraction Project, operated by Keyera Energy Partnership, involves the installation of equipment and modification of existing processes at the Rimbey Gas Plant to optimize the extraction and removal of ethane. The estimated in-service date is April 2009.
Project Volumes: The estimated incremental ethane extraction level is 5,000 bpd (795 m3/d).

Name: Empress V Deep Cut Project
Applicant: Dow Chemical Canada Inc.
Project Description: Empress V Deep Cut Project, operated by BP Canada Energy Resources Company and Cochrane/Empress V Partnership, are undertaking a construction project intended to increase the ethane recovery of existing extraction at the Empress V Plant. The estimated in-service date is November 2008.
Project Volumes: The estimated ethane extraction level is 7,000 bpd (1,110 m3/d).
